Determinations of the Business Committee for Wednesday, 20 December 2023
The Business Committee makes decisions about many aspects of proceedings of the House and its committees. It can determine the order of business to be transacted in the House, the time to be spent on any particular item of business in the House, how time spent on a particular item of business will be allocated among the parties represented in the House, and the speaking time of individual members on an item of business. It can determine extended sitting hours and whether legislation may proceed through the House as cognate bills or as an omnibus bill. The nature of committee of the whole House consideration of a bill may be determined by the Business Committee. It also decides the size and membership of select committees.
That a motion for the adjournment and for the sitting programme for 2024 may be moved before the House rises at the conclusion of urgency, and that the order of calls be as follows: National (10min) Labour (10min) Green (10min) ACT (10min) New Zealand First (10min) Te Pāti Māori (10min) Labour (5min) National (5min)
That in the event that the House is sitting under urgency on Wednesday, 20 December 2023, the Half Year Economic and Fiscal Update may be presented despite Standing Order 381(1).
That in the event that the House is sitting under urgency on Wednesday, 20 December 2023 or Thursday, 21 December 2023, oral questions will still be taken.
That the valedictory statement of Hon Kelvin Davis be set down for 5.45pm on Wednesday, 31 January 2024.
That a proposed Government motion relating to a sessional order setting out rules for the Intelligence and Security Committee will be taken without debate.
That a proposed Government motion for a sessional order relating to the examination of orders made under the COVID-19 Public Health Response Act 2020 be taken without debate.
That the following permanent changes be made to the membership of a select committee from Wednesday, 20 December 2023: Finance and Expenditure Committee Nancy Lu to replace Hon Scott Simpson
That the time by which the Governance and Administration Committee must report finally to the House on the Emergency Management Bill be extended from 29 March 2024 to 19 December 2024.
That the time by which the Economic Development, Science and Innovation Committee must report finally to the House on the Fair Digital News Bargaining Bill be extended from 29 March 2024 to 29 May 2024.
That the time by which the Economic Development, Science and Innovation Committee must report finally to the House on the Fair Trading (Gift Card Expiry) Amendment Bill be extended from 29 March 2024 to 1 May 2024.
That the time by which the Education and Workforce Committee must report finally to the House on the Crimes (Theft by Employer) Amendment Bill be extended from 29 March 2024 to 29 May 2024.
That the time by which the Education and Workforce Committee must report finally to the House on the Employment Relations (Restraint of Trade) Amendment Bill be extended from 29 March 2024 to 25 April 2024.
That the time by which the Social Services and Community Committee must report finally to the House on the Residential Property Managers Bill be extended from 29 March 2024 to 29 May 2024.
That the time by which the Justice Committee must report finally to the House on the Family Proceedings (Dissolution for Family Violence) Amendment Bill be extended from 29 March 2024 to 27 June 2024.
That the time by which the Finance and Expenditure Committee must report finally to the House on the Employment Relations (Protection for Kiwisaver Members) Amendment Bill be extended from 29 March 2024 to 31 May 2024.
